The new regulation requires FFL’s to provide the following at the point of sale:
“Secure gun storage or safety device. (1) A device that, when installed on a firearm, is designed to prevent the firearm from being operated without first deactivating the device;
(2) A device incorporated into the design of the firearm that is designed to prevent the operation of the firearm by anyone not having access to the device; or (3) A safe, gun safe, gun case, lock box, or other device that is designed to be or can be used to store a firearm and that is designed to be unlocked only by means of a key, a combination, or other similar means.”
The new regulation will have little, if any, impact upon FFL’s because nearly all new firearms are sold with a safety lock that can only be opened with a key or combination, and therefore, the FFL’s are already in compliance, except for the added paperwork (certification). The only real burden would apply to the sale or consignment of used firearms if the locking device that came with the firearm when sold new cannot be found or no longer exists. I suspect however, that most FFL’s have a box or two of unused locks that would bring the FFL into compliance with the new regulations.
We already have a similar law in WA. When buying or selling a gun, bring a spare gunlock to the store and slap it on the gun ... compliant. Otherwise, buy one from the FFL for a couple bucks.

It sounds like they’re trying to reintroduce the “smart gun” concept. The smart gun was supposed to recognize only the “legal owner” and could not be fired by anyone else.
