They not only don’t want to teach, they aren’t able to teach. They lack the ability to understand the subject matter well enough to pass an exam themselves.
My first thought was from an ad from the past. The ad went something like this: “Johnny can’t read”. I wanted to take it further and say “Now Johnny is the teacher”.
