There aren’t any ways to get this done faster?
Then there isn’t any point in doing it at all, in my opinion.
Didn’t Puerto Rico manufacture a lot of pharmaceuticals, before TPSB decided that everything should be made in China?

Unfortunately your proposal makes sense, which means they won’t do it. The pattern is to do everything in favor of more vaccines and vaccine profit, and everything against alternatives. Like monoclonal antibodies. Right now Biden is restricting distribution to red states like Texas.
