Aren’t there FEC regulations that determine when a candidate can start to raise money for a campaign?

How is it possible that there can be Federal interference in the processes that the 50 state legislatures choose to utilize in appointing their Electors for President and Vice President?
There aren't and Trump hasn't stopped raising money since 2015.
The question is, why didn't he formally declare his candidacy the moment Biden was sworn in? As a former president eligible for a second term, he doesn't need to adhere to some arbitrary timetable.
