Well, it’s been quite obvious since even before the election that SloJo wasn’t all there.
That said, I think this is more indicative of the subordinate factional in-fighting for control of policy and power, rather than Biden just being confused and forgetful. There’s fighting going on over who controls Brandon’s strings, and these wildly changing plans show who’s in control on that day.
