I’ve heard among the changes would be to ban voter ID, and mandate liberalized mail in ballot regulations. These sorts of changes would make it easier to steal an election.

In a nutshell YES!
For starters the John Lewis Voting Rights Advancement Act of 2021 takes every rules change made in 2020 by state governors, using emergency powers due to covid, and makes them federal law.
