Trump still hasn’t called out Fauci for his ties to the Wuhan lab, and therefore probably never will. That make him complicit, in many regards, as far as I’m concerned.

My take on this is that the Deep State did a psychological profile of Trump. Trump excels at self promotion, and certainly considers himself a problem solver. So they let him think that his actions led to the "vaccines", when in truth they already had them engineered in advance, and the right people knew to buy stock in select Big Pharma stocks in advance. So, Trumpe wants to take credit for what was really the reward for the coup. Calling it all a big conspiracy is bad PR, so Trump won't do it, yet.

I think a lot of that, like most everything you post, makes a lot of sense. This link and stories like it could make a pretty strong case that his position has recently evolved though, considering this was just a few months ago.
