That tunnel area is a confined space. That cop using the pepper spray indiscriminately, over, and over again was excessive. It doesn’t matter what type of tear gas or pepper spray you use, there is a point, if overused in a confined area, that it can be lethal. When I worked in NY State’s prison system, we trained every year in the use of chemical agents. Back then they used CN and CS gas, and there were specific formulas that you had to use, to determine which gas was safe enough to use, and how much of it you could use in a specific area, before it reached the level of lethal toxicity. For the hand-held spray can, you were only allowed to give two short bursts, while aiming at the inmate’s neck. The asshole in this film was spraying it right in people’s faces and eyes.
