The term "buyback" is an Orwellian propaganda term. You cannot buy back something you never owned.
They are meant to send a message: Guns are bad. Turn them in to the police.

I’d offer top dollar for any collectibles that showed up for turn in, and let the scrap go to the program.

LOL, I remember years ago when Buffalo, NY first started these. They were giving $50 for any firearm. Some people cleaned out the local K-Marts of a spring type BB gun that they were buying for about $20 each. The Buff PD bragged about how many pistols they got, but they never listed what kind they were. In subsequent years, they got smart and only gave $20 for BB guns.

This may be a stretch, but the term "gun buy-back" has the implication that the guns originated from the government and by extension, so did the ability to possess them. Anyone who understands the constitution recognizes that our rights are from God and inalienable. Our constitution is not something that grants rights, it is designed to restrict the government from infringing on them. The idea of a buy back turns this on its head, however subtly. Given the rampant ignorance of this principle it is something we all need to be aware of and resist.
