I wouldn't pooh pooh the Russians too much. They and the Chinese and the Norks are willing to take the risk of testing new stuff and learning how to make it work / work better. That's the way Americans used to do things until the twittering crowd took over the US and apparently Free Republic too. Failed experiments used to be how we learned. Now they are regarded as unacceptable.
Remember how in the early days we heard about every failure of a missle defense test? Well thank God we continued to do testing and development.
