This is most probably just a standard negotiating tactic. Putin is asking for the moon. But he just wants a free hand in the Ukraine. Sort of like suing a company for a million dollars, and then settling for $50,000 - which is all you wanted in the first place.
What Putin wants is for the EU (NATO) A globalist cabal faction to stop using the Ukraine to try to seduce him into a war. Putin is not preparing to invade the Ukraine. His only goal is to maintain his military port on the Black sea. The only reason he annexed the Crimea is because the Ukrainians were threatening to not renew Russia’s lease on that port.
