Not a single mention of GENDER in the whole document, but I guess they were all just stupid back in the first half of the twentieth century, right?

Best thing the girls can do, when they find themselves completing against men is to refuse to complete. Just walk away. That would end this madness very quickly.
IIRC the ncaa made some pretty serious threats about college level sporting events and ND teams. So she backed off at the university level but not at the K12 level. Now she willing to take on the ncaa. Good for her. The ncaa can reek havoc on her states teams. Nice to see her willing to take them on. Letting men ruin women’s sports is not very popular with the people so I think her made a political judgement.
To compete in the Olympics as a female you must have female levels of testosterone. Something no male can do. That rule was put in to stop the E Germans from cheating.

Seriously, the SD legislature is senate, 32/35 Republican and house 62/70 Republican. This is way beyond a 2/3rds majority, so if they will stand up, her veto is meaningless.
When did she issue those?
Biological gender may make more sense than "birth gender" since the latter could be manipulated in the documentation.
