CTE can’t be used as an excuse to murder people.

If its an excuse to murder people then its serious an excuse to lock people up in a health facility.

There is no excuse but there are reasons.

Remember Charles Whitman? The Texas Tower shooter? Had a brain tumor.

Somewhat related, didn’t the Texas Tower Sniper have a brain tumor that contributed to his murder-frenzy?

I think it would be. However, the issue with CTE is that it can't be diagnosed until the patient is dead. Currently no way to detect it in living humans that I'm aware of.

CTE risk is why we are now seeing almost any athlete with a blow to the head entering "concussion protocol". Too many concussions can end an athletic career.

I sincerely wish and hope that they can discover a way to detect CTE in athletes while alive so that they CAN be hospitalized and/or treated for it intensively and continuously.

No no NO excuse for murder. But these guys with CTE do have major brain damage and I hope we can find a way to better treat it.
