Are you perhaps referring to some "law" coined by Steve Sailer?

Sailer's Law of Mass Shootings:

If there are more wounded than killed, then the shooter is likely black.

Go search YouTube for "Puerto Rico Drive By 2021" - three guys in front of a bar or convenience store get cut down. Not for the squeamish, but it supports Sailer's Law.

Haven’t read Sailer’s Law, but the cohort of interest does not typically spend a lot of range time. This may account for some of the ratio noted.
