I am confused. Isn’t it the polite thing do? If one isn’t the author then shouldn’t the FR excerpt it? Are there exceptions to this?

I wasn’t sure there were exceptions either. I thought excerpting articles from good sites encouraged some FReepers to go to the actual site and give them traffic, which helps their revenues. Understandably, lots of people wouldn’t think this applies to articles from PMSNBC, CNNNN, etc.
The right thing to do is to excerpt when it’s on the excerpt list, post the whole article otherwise.
The reason so many other sites want it to be excerpted is to draw traffic to their site. There are some, like the original LA Times lawsuit against FR, who could care less about traffic going their way, they just don’t like conservatives... period.
