Hmmm...Maybe because he delegated all of this to Judas Pence. The idea being if Pence's committee did good work, Trump would take credit for creating it, and if it failed, Trump could distance himself from what they did. A president can't handle everything himself. He needs to delegate things unless he wants to be Jimmy Carter. The better question is why would Trump believe that the federal health bureaucracy was engaged in a conspiracy with the CCP? In hindsight, that is what happened, but why would Trump such a thing before the evidence was found by people digging for the truth?
