The bill leaves much unchanged. Businesses and private property owners still have the right to exclude handguns. Prohibitions on carrying in sensitive places and regarding the misuse of guns are unchanged. Pennsylvanians are still required to pass a background check to buy a handgun.

So then it's really a "sort of Constitutional carry" bill.

Yeah, sort of, you buy a handgun and you have a background check. I assume the bill doesn't require a background check to carry, as the current permit to carry license is today. There wouldn't be any point if it did. But you did pass a background check when you purchased your weapon. I suppose you "borrow" and carry w/o a background check.

I am all for zero background checks for everyone and carry weapon however, whenever and wherever you like. The only people who can't possess a weapon have been convicted of a crime and are presently in prison. Criminals who pay their debt to society get a free slate and full 2A rights. It's not like background checks stop criminals today. They are just a hoop that law abiding citizens have to jump thru and also pay for. Real criminals don't do background checks or try to buy legal weapons.

Background checks are a jobs program at every county sheriff's office in PA ... they have someone that processes carry permit applications and enter the background check info that goes to the state police.
