The Chinese regime may be downplaying how fast its population is shrinking, and a recent policy to promote three-child families has poor chances of improving birth rates, a fertility expert told the Reuters Next conference on Friday.

Fuxian Yi, senior scientist in the obstetrics and gynecology department at the University of Wisconsin, said he estimated that the regime’s 2020 population was 1.28 billion rather than the 1.41 billion census number reported and that fertility rates were lower than reported.

Yi estimates that China’s population has been shrinking since 2018.

The Chinese regime did not immediately respond to a request for comment.

The country’s rapidly shrinking birth rate has raised concerns of slower economic growth and the potential challenges created by fewer workers supporting an older population.

Beijing scrapped its decades-old one-child policy in 2016, replacing it with a two-child limit to try to stave off those risks. In May a three-child policy was announced as the birth rates continued to drop given the high cost of raising children in Chinese cities.

Author and journalist Lenora Chu said the cost of education in China and the mental stress of exams to climb the education ladder were a challenge. “That’s partly why these family planning policies have to be paired with educational reform policies. Otherwise parents are just going to not want to have more children,” she told the Reuters Next conference.

I do not share the conventional wisdom that large population or population growth is necessary either for a sound economy or a strong military.China's astonishing growth has been built on mercantilism and mercantilism increasingly will be a product of technology rather than human labor.

We like to believe that we are light years ahead of the Chinese in innovation but many factors suggest that is an attitude that we maintain at our peril. The Chinese are graduating far more stem candidates that we are. Their recent advancements in hypersonic missiles illustrates their competency and an unrecognized ability to innovate. Their growth over the last 20 years has been astonishing. We are entering an age of robots when assembly-line workers will be less and less needed.

A smaller population does of course mean fewer consumers but it also means fewer jobs that the Chinese central committee has to fill and fewer mouths to feed, water, house and medicate. Consumers will be continue to be found abroad, as always.

The next war with a country like China will be fought in outer space, cyberspace, by drones, robots and satellites and not by masses of humans in uniform who, in the missile age, are more and more to be considered by military planners not to be an asset but to be targets
