Ada County (Boise) 20.1
Canyon County (part of Greater Boise metro) 22.9
Kootenai 27.7
Numbers are reasonably in line. Charts that show this from the Idaho COVID Dashboard below. Note all three counties peaked around 80 in the Sept-Oct wave. Nothing nefarious here...just good data analytics and no ulterior motive I detect.

Kootenai County: 0.105 (x 100 = 10.5%)
This smells of fraudulent data reporting/gathering processes in order to make a political point.
Coeur d'Alene is known for being very conservative, Boise is not.
