The problem with all government programs to help the homeless, alcoholics, drug addicts, etc. is they want to provide the help within the city supposedly where it is easier to provide the services they need.
I agree with you. These folks need to be shipped off to remote work camps where they're only allowed to return to society when they've proven they're able to keep a job and manage their addictions.

Singapore has a solution like that. A shopkeeper told me that when they became independent in the mid 1960s, one in ten of them was a drug addict. Today, one in ten is a millionaire.
Addicts get three chances to rehab before they are exiled. It is a powerful incentive.
