“Who picks those judges?”
They are Administrative Law Judges, so they are managed by the Department or Agency they belong to (somewhere within the Department of Homeland Security, maybe ICE), like civil servants (not the Department of Justice or Judicial Branch).
They are doing this so they can blame Trump for why there is no financial reparations to people Obama put in cages.
Sounds like they are about to hire or transfer a bunch of new ones.
