IIRC, President Nixon predicted this. He talked about how one of the things he regretted most about his mishandling of Watergate and his resignation was that the plans he had to help Africa wouldn’t be followed up.

He suggested that China would step in instead. But that the African’s would rebel against the Chinese even more than they had the West.

Read between the lines. They don’t want them back home. How many of those Chicoms ‘volunteered’ to be assigned to that $hithole.

Nixon was short-sighted in some areas (Watergate!), but far sighted strategically.
