Doesn’t that violate Interstate Commerce?

“To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;”

Since such an internal passport will definitely impact interstate commerce, only Congress has the right to impose such.

As you point out, the commerce clase is one that EMPOWERS the making of federal laws.

Restrictions on state powers are in Article I, Section 10.

We don’t know what is constitutional or not until the gods in black robes tell us, and even then we don’t know.
