Nominees must make it out of this Committee before the entire Senate can Confirm them. If they are blocked in Committee, it’s over.

So it looks to me like Republicans can block everything, if they were so inclined.

The Republicans CANNOT stop any bill or nomination from proceeding to the floor. The organizing resolution says that in the case of a tie in any committee, Schumer has the power to discharge the matter to the floor regardless.
