Given the number listed in the 500s the reporter is referring to carjackings.
There are 500 “car thefts” a week in Sam Fransisco.
Car theft involves stealing something from a car. Carjacking involves stealing the entire car while the car is occupied and implied the threat of force or violence.
I’m surprised the term “carjacking” hasn’t been deemed racist like looting has.

I suspect rather that someone was attempting to "downplay" the situation.
Or perhaps the equivocation is attributable merely to the general "dumbing-down" of society.
