Didn’t he have to wait till they were sentenced before he pardoned them? And wasn’t he out of the White House by then? I could be wrong about this.

Nope. Carter pardoned all draft dodgers, many of whom had never been charged (and now wouldn't be).

Trump could've done it. He didn't.

He pardoned Arpio before sentencing. And others, like Bannon, before trial.

No. Preemptive presidential pardons for federal crimes are legal before, during, and after trials.
