Three retail pharmacy chains recklessly distributed vast amounts of pain pills in two Ohio counties, a federal jury said on Tuesday

I don't understand - aren't the prescribing doctors the ones at fault here? If some customer shows up with a legitimate prescription, what exactly are CVS, Walmart and Walgreens to do - refuse to serve them?
