Government should sell hunting licenses for this type of activity. You would see how fast it would stop. Once again, our fault for allowing things to become so bad.
Interestingly, I believe the Russian Government effectively did this, for hunting Somali and other African Pirates at sea, by allowing this shipboard activity on various ocean going ships flying Russian protected flags.
We don't hear much about Somali at sea or Piracy these days.
