I know it’s a silly question, but where does the Constitution give the federal government authority to do anything about childcare (or a lot of stuff it does)?

Article IV, Section 3:

“The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States....”
