this was a court ordered arrest - not FBI instigated
Courts don't issue search warrants on their own volition. The press use of the phrase "court ordered" is misleading.
At the end of a civil lawsuit, when plaintiff wins, the court order the defendant to pay money to the plaintiff. It's a court order. But the court didn't start the lawsuit, the plaintiff did.
FBI goes to court, claims it has probable cuase a crime was or is being committed, and asks for a search or arrest warrant, or both. If the court agrees that the evidene amounts to probable cause, it "orders" the search or arrest.
