The Secret Service does offer protection the President and his family, and that's usually extended to nominee as well. I could see how -- without knowing the full context -- they could consider someone potential stalking/finding negative information about Biden or his daughter in that diary could be the prelude to a threat.
Show me the federal statute that authorizes the DOJ/FBI to investigate petty theft of someone's personal property.
Show me how that diary could could contain classified US government information.
Show me the federal statute that authorizes the DOJ/FBI to investigate petty theft which crosses state lines.
You can't show me any of these things because they don't exist.
