Even during Trump’s presidency the DOJ under Rosenstein was full of deep staters. I am tempted to say that Trump should have fired most of the US attorneys, but remember that when he fired Comey they used that to attack him. Apparently they didn’t have enough juice to get a majority for impeachment at that time, but they did all they could. They hate it when their brethren is fired, and the GOP was not really with Trump.
