It looks like a fight on the outside, but in fact it is cooperation. A form of good-cop/bad-cop.

The resistance to change and the very apparent four to six years of TDS are both examples supporting your premise.

Repeal or outright nullification by State chief executives. It takes guts and a Legislature willing to take the heat from idiots that would take exception.

States are supreme and the Fed has only that power the States are willing to give, other than the limited enumerated powers. Five to eight States could make it happen. That effort would be dependent on cutting off individual citizens from supporting the Fed. The States take over that job as it always should have been. Individuals support the State. The States support the Fed.
