He did not cross the State line with the rifle. The rifle remained in Wisconsin. Not illegal and not an uncommon practice for gun owners who live along the People's Republic of Illinois and the Wisconsin border. I left my hunting rifles with family in Wisconsin. Did not want to risk losing them before I got my FOID card.

Even with the FOID when I moved my guns and ammo from Wisconsin to my current State I drove the fastest route out of Illinois and never exceeded the speed limit. Too many weapons in the car and too much ammo, even with military orders there was a risk of losing them if stopped for any reason.
