All it did was enabled this kind of “jackassery.”
You can’t have the seat of the Federal Government voting for one political party 90% of the time. It just doesn’t work for a 50 State Union, in fact it leads to revolution, if grievances aren’t addressed.

We had something similar in Austin. It started innocently enough, we needed some entity to investigate public corruption at the state level, so we had the Austin (really Travis County) DA set up an office for it.
Sure enough Austin then turned bright blue and they quickly figured out that they had a great political weapon. I remember that they went after Kay Baily Hutchison during her first Senate campaign...for asking a state worker to pick her daughter up from school (or something like that). The indicted her, I believe, but she still won with 70% of the vote. Immediately after the election...they dropped the ‘charges’. They also used their power against conservative Democrats, which did exist here prior to the Republicans taking over...and with that, they could claim to be ‘bipartisan’.
Finally the Republicans got fed up with them and put those types of investigations under state control, I believe.
