Why should any business comply without court approval if doesn’t want to?

Companies do all sorts of stupid things because the governmenbt mandates it. I had a two man professional shop, and had to post all the “government regulation” posters.
By and large, companies care as much about employess as government cares about citizens. For companies, it’s all about the dollar and predictablility. The government will come down on a company like a ton of bricks anytime it wants to, so companies just do what they are told to do. Cost of business, pass it on.
