I am a child of the 1950s and had two siblings that caught polio (both survived) I can tell you when the Salk vaccine became available there was no need to mandate it. People lined up for the vaccine and the scourge of polio became a memory for most.

Indeed. It’s a cost / benefit model and people are not dumb.
With polio, the cost was extremely high, so the benefit of the polio vaccine greatly outweighed the risk of the vaccine. With Covid, the reverse is true, especially for anyone under 18 years old. There is little upside benefit to the vaccine and an unknown level of risk.
