The payouts are illegal - coming from what fund? What “court action/lawsuit” has taken place here that the DoJ is “settling” by just giving away money?!

In 1988 Japanese that had been sent to internment camps were given $20k apiece and only after Congress passed the Civil Liberties Act which had been campaigned for by the Japanese American community for over a decade. They were true victims, had not broken any laws.
This giveaway is totally illegal.
It would be very useful to know exactly what legal action is being resolved here.
