Chuck Dolan brings many years of Washington experience to kglobal clients. A former State Department official, political strategist, and presidential and congressional aide, he focuses on public affairs issues and crisis communications.
Chuck currently serves on the board of the Walter Roberts Endowment at the Institute for Public Diplomacy and Communications at George Washington University, as well as the advisory boards of the Political Science Department of the University of Massachusetts, Amherst and the Pamela Harriman Foreign Service Fellowship at the College of William and Mary. He serves as a communications advisor to the Director of Corporate Affairs, University of Limerick. He was an adjunct professor for several years at The George Washington University’s School of Media and Public Affairs where he taught a course in Political Communications.
President Bill Clinton appointed Chuck to two four-year terms as the vice-chairman of the United States Advisory Commission on Public Diplomacy. This seven-member commission is a bipartisan panel established by the Congress to advise the President, the Secretary of State, and the Under Secretary of State for Public Diplomacy and Public Affairs on press and information activities of U.S. missions abroad, and the government’s international radio and television operations.
During the 2008 Democratic nomination process, Chuck served as an advisor to Senator Hillary Clinton’s presidential campaign in Iowa and New Hampshire. He was also a senior communications consultant for Senator John Kerry’s presidential campaign in 2004. He was state chairman of the Virginia Clinton-Gore Campaigns in 1992 and 1996, and a member of President Clinton’s Presidential Exploratory Committee. Prior to that, he was executive director of the Democratic Governors’ Association, where he supported the election and re-election of Democratic governors in all fifty states.
Before joining kglobal, Chuck was a Senior Vice President at Ketchum, one of the world’s largest public relations firms. He also worked as a Senior Vice President at the government relations firm Cassidy and Associates, where he coordinated joint public affairs projects for universities involving the U.S. House and Senate as well as the White House and Federal Agencies.
Chuck was selected by the Washington Delegation of the European Union to participate in the European Union’s Visitors’ Program, a three week to visit Europe to gain a first-hand appreciation of the EU’s institutions, policies, values, and people. He participated in a series of meetings with EU officials and Members of the European Parliament in Brussels and Strasbourg. He has worked and traveled extensively throughout the European Union since that time.
Chuck is a graduate of the University of Massachusetts, Amherst where he earned a B.A. and of Harvard University’s Kennedy School of Government, where he earned an M.P.A. in Government.
One last thing…Chuck remembers when Republicans and Democrats got along on Capitol Hill. He sorely misses those days.

Dolan has been fortunate to find mentors in the public policy field throughout this career, including Bill Rourke, who was the top aide to Congressman Harold Donohue, and his successor Joseph D. Early. “I have never forgotten [Early’s] advice that you never learn anything by listening to yourself talk,” Dolan reflects.
Dolan’s current mentor is the distinguished diplomat and scholar Dr. Walter Roberts. “When I was appointed to the Advisory Commission on Public Diplomacy by President William Jefferson Clinton, my turn to speak came after Walter’s because of seniority rules,” he says. “For the first year, I always said ‘Walter has pretty much summed up my thoughts on this issue.’ And indeed he did.”
