Customers cannot be charged for delays or demurrage unless the customer actually has the ability to move the freight. If a port terminal has a problem with terminal gate congestion and/or chassis availability, then the customers shouldn’t be paying these charges.
The fines should be levied against californicate for the trucking screwups.

I was reading a shoe department manager said they’d finally gotten their container of shoes and they were all so moldy it was a total loss. Containers that sit on the water for months instead of days will likely have a very high rate of spoilage.
I think the issue is there aren’t enough trucks and drivers to pick up the containers.
Everything worked perfectly as long as everything worked perfectly. Then, one spanner got thrown into the very fine gears of the system and the system broke.
On the good side, I think this has ended the era of outsourcing, at least to China and at least to items that will require a port to get here.
Use them to build a wall!
