If the volcano gods demand a sacrifice, some names come to mind.
There’s been five or six major transcontinental glaciations including one or two Snowball Earth. We are currently in a glaciation period called the Quaternary (Defined as a period of cyclic continental glaciations !). The last glaciation commonly called the Ice Age ended roughly 15,000 - 20,000 years ago. We’ve been in a warm lull. Civilization happened yay us ! Don’t worry a glaciation will be coming. It’s just a matter of when. Tomorrow, next week, 200 years or in 5000 years it will be here.

Where does he want to divert the flows to? I suspect all sides of the volcano at the ocean have communities that would be impacted. Why would you want to impact another part of the island?
In watching this develop I have not understood why they have not built berms to divert the side flows into the already establish route to the sea.
This sounds like a job for Baldwins armorer..
