Good plan, but I wouldn’t blow up all the buildings.
I would save a few (such as the posh House and Senate office buildings) and convert them into apartments for homeless veterans.

OK, but move them offsite as D.C. is only constitutionally meant to be a district to accommodate a very limited federal government.
