A judicial inquiry is set to begin Monday over allegations by Eric Garner’s family that city officials, including by Mayor Bill de Blasio and former police commissioners, neglected their duties by failing to fully investigate Garner’s fatal 2014 arrest.
Garner’s mom Gwen Carr, his sister and other activists filed suit in August 2019 to force the unusual legal procedure citing an obscure part of the City Charter — Section 1109 — that allows a judge to order city officials to answer questions under oath when five citizen-taxpayers bring claims of official misconduct.
But unlike a traditional trial, there will be no ruling by a judge nor a jury verdict at the conclusion of the inquiry, which is slated to last for about two weeks and will be held virtually due to the COVID-19 pandemic.
Carr’s lawyer Alvin Bragg told The Post the purpose of the hearing is to shed “sunlight” on officials’ actions both during Garner’s arrest on Staten Island on July 17, 2014 and in the aftermath of his death.

Reason.com: It Wasn’t Just a Chokehold That Killed Eric Garner (article says that an officer on site had seen cigs being exchanged and cited Garner with a warning 2 weeks prior for this.
From The Inquisitr: “Garner, 43, had history of more than 30 arrests dating back to 1980, on charges including assault and grand larceny,” writes Newsmax’s Jim Meyers, taking his information from the WSJ report.
(Interesting side note: That would make Garner’s first arrest at just 10-years-old, which calls into question how WSJ got its info since those early records should, by all accounts, be unavailable to the public considering Garner was a juvenile at the time he was brought in for the unspecified offense.)
Meyers notes that at the time of Garner’s death, he was “out on bail after being charged with illegally selling cigarettes, driving without a license, marijuana possession, and false impersonation.”
Garner’s death was the unfortunate combination of individual things that shouldn’t cause death.
And don’t bitch about gray market cigs.
Repeated criminal activity can put one in a bad spot.
And next you’ll be saying a man out on probation (and only so because of inmates being released due to Covid otherwise the severity of his crimes would have kept him in prison) who got drunk, drove a car, and passed out, should have been driven home by the police when they arrived on the scene?
So stop whining.

The only thing that killed Garner was his resisting a legal, valid arrest.
It’s completely on his own head.
They can ask about the black female sergeant who oversaw the arrest, the one the Propaganda Media hid from the public. They can also ask about the Panteleo Effect (similar to the Ferguson Effect).
Some New Yorkers say that more than 2,000 Eric Garner-loose cigarette ‘sellers’ exist across the city, and explain this that none of them reach some death-stage. Most of them blame his poor health, and just being a magnet for non-cooperation to the police.
They’ll just lie like they always do.
