If they’re going to enclose it and heat it, wouldn’t it be considered indoor seating again?

When living in north central Florida, outdoor seating was mostly a desired everyday thing, like being seated on a patio deck. Now here recently in western Colorado, outdoor seating is in a plastic clear walled tent addition. Effectively adds seating area, but no way it is ‘healthier’ or safer. (Condensation on the ceiling) But it does allow more people to otherwise be there, albeit ignoring fire code safety, and bathroom convenience.
