After he won 2016 DC (BOTH parties) was out for blood and obstructed and isolated him. They let him sit there but he never had more than 40% of the power a President had.
Normally a President get agency and department heads that lead their agencies based on the direction a president gives. Trump’s appointees were usually working for the other side.
Guaranteed had Fauci ever gave Trump a presentation on giving the Chinese army money to fund illegal biological warfare research, it would have been shut down hard.
