I’ve been on a number of these fires and was burned over at my place of residence. There’s a fair amount of science as to why somethings burn and somethings don’t. Vegetation often has strange patterns.
In the picture you provide, the elevation, the wind direction, and the terrain as well as fuel moisture content all played a roll. The street was a corridor for the wind that had limited effect on the vegetation.
