The below-the-headline part of this story is that police retireee Joyner has recently become a kingpin in Oakland’s legal cannabis trade. Did that make him a target? Perhaps. Or maybe it was just a mistake to stop for gas in a 100K Porsche SUV in a “diverse” neighborhood.

Thanks for that info, but,
what is a “kingpin in Oakland’s legal cannabis trade” ?
The cops won't protect 'em!

She's the outdoor crime scene windbreak.
Which part of you having trouble with?
“Kingpin” - the most important man in an operation
“Oakland” - a medium-sized s—thole city in California
“cannabis” - marijuana, mary jane, weed, dope, pot
“trade” - business
Retired cop Joyner apparently runs an operation eponymously called “Joyus” that sells cannabis at the retail and wholesale level.
oK, thank you so much for ‘splain’ those big words to me.
Guess if I were a little bit more literate I should have axd : “Tell me about legal marijuana Kingpins.”
