Someone correct me if I’m wrong, but I thought a budget reconciliation package was required to be revenue/spending neutral by Senate rule? Or at least pretend to be.

Well, you might very well be the canary in the coal mine. This could be an under-the-radar attempt to signal Manchin has gotten what he wanted, combined bills under $3T, which surely Budget and GAO will massage into revenue-neutral or revenue-positive, which they obviously could not do with the combined $4.7T, which is somewhere between 4-7% of all the liquidity in the free world...
