That’s Russian, not Chinese. And it’s subsonic, not hypersonic. From the link you provided:
the Burevestnik is a “sub-sonic nuclear-powered cruise missile system...
one of the secondary links from that article was about Nuclear Thermal Rockets, which never mentions any Chinese developments

Yes, much faster.
But targeting anything with a laser from thousands of miles away, even in space, is quite difficult. That was one of the things that killed the Strategic Defense Initiative.
