If the ships have to wait offshore for a couple of months, then why weren't they diverted to East Coast ports; there are plenty of them, and they are open for business: Jacksonville, Savannah, Charleston, Hampton Roads, Baltimore, Philadelphia, New York. All of them would be happy for the business.
